What is Verification of Identity (VOI)?

The Verification of Identity (VOI) requirements across Australia provides a framework for mortgage brokers, legal practitioners, conveyancers or mortgagees to take reasonable steps to verify the identity of a party to a conveyancing transaction.

This acts to protect and reduce the potential risk of land title fraud and improper dealings.

What is required for Verification of Identity (VOI)?

ARNECC is the body established under the Intergovernmental Agreement between the State and Territory governments and membership comprises the Land Titles Registrars from each Australian State and Territory.

ARNECC was established to facilitate the implementation and ongoing management of the regulatory framework for electronic conveyancing of real property in Australia and they have published rules listing the acceptable identity documents.

To meet the VOI rules, the borrower can meet any of the six categories listed below.

An image of each of the original, up-to-date documents in the selected category must be uploaded into IDyou.

Minimum Document Requirements

Australian citizens or residents
Category 1
Australian Passport or foreign passport
or Australian Evidence of Immigration Status ImmiCard or Australian Migration Status ImmiCard;
+  Plus Australian drivers licence or photo card.
+  Plus a change of name or marriage certificate (if necessary).
Category 2
Australian Passport or foreign passport
or Australian Evidence of Immigration Status ImmiCard or Australian Migration Status ImmiCard;
+  Plus full birth certificate or citizenship certificate or descent certificate.
+  Plus Medicare or Centrelink or Department of Veterans’ Affairs card.
+  Plus a change of name or marriage certificate (if necessary).
Category 3
Australian drivers licence or photo card
+  Plus full birth certificate or citizenship certificate or descent certificate.
+  Plus Medicare or Centrelink or Department of Veterans’ Affairs card.
+  Plus a change of name or marriage certificate (if necessary).
Category 4
a) Australian Passport or foreign passport
or Australian Evidence of Immigration Status ImmiCard or Australian Migration Status ImmiCard;
+  Plus another form of Government issued photographic identity Document.
+  Plus change of name or marriage certificate (if necessary).

b) Australian Passport or foreign passport
or Australian Evidence of Immigration Status ImmiCard or Australian Migration Status ImmiCard;

+  Plus another form of a government-issued identity document.
+   Plus a change of name or marriage certificate (if necessary).
Category 5
a) Identifier declaration
+  Plus full birth certificate or citizenship certificate or descent certificate.
+  Plus Medicare or Centrelink or Department of Veterans’ Affairs card.
+  Plus a change of name or marriage certificate (if necessary).

b) Identifier Declaration by a Person specified in Verification of Identity Standard paragraph 4.4(e)
